The official street number map shall be kept in the office of the city engineer. The building department shall, upon the application of the owner or occupant of any house or building in this city, furnish him with a memorandum of the correct numbers of each of its street entrances, after said owner or occupant has furnished said department with a correct description of the property built upon.
