No later than September 30 of every odd numbered year, each Collective or Cannabis
Business shall file with the City Manager an audit of its financial operations for
the previous calendar year, completed and certified by an independent certified public
accountant in accordance with generally accepted auditing and accounting principles.

file with the City Manager a review of its financial operations for the previous calendar
year, completed and certified by an independent certified public accountant in accordance
with generally accepted auditing and accounting principles. In the event the audit
or review, completed and certified by an independent certified public accountant,
results in an opinion other than an unqualified opinion, or if there was not an audit
completed of its financial operations for the previous calendar year, the Cannabis
Business shall be required to file annual audits until an unqualified opinion is expressed.
