"Mixed used development" means any permanent premises used for both residential and
commercial purposes where the residential units do not receive separate or individual
solid waste collection service. "Mixed used development" does not include any portion
of such premises that is used as a hotel, motel, guesthouse, residential care facility,
extended care facility, sorority or fraternity house, school, dormitory, residential
service facility, emergency residential shelter, hospital, convent or monastery.
