§ 9.10.1000. Collection agreement required.

A.

No person shall engage in the business of collection of residential solid waste unless such person is authorized to do so pursuant to a collection agreement then existing between such person and the city.

B.

The city, in the city's sole discretion, may enter into one or more agreements for residential solid waste collection services.

C.

The city council may, by resolution, establish fees to be paid by persons engaged in the business of collection of residential solid waste. Such fees shall be for the privilege of engaging in such business within the city and shall be due and payable at such times and in such manner as determined by the council.
